As warmweer has indicated the problem is solved.
To Brf, thank you as well. Your last post indicating, in another topic, there are modules messed up in administration is correct. Do know those issues resolved when I got access to the Board Settings screen. Quickly, the upgrade instructions called for the language to be set to British English before upgrading. I didn't know that the setting was located on the Board Settings screen. I had no access to that screen because the Board Settings button launched Header Banner. Finally due to warmweer I discovered deep in the Administration Control Panel there is a Module Management screen listing the modules controlling the actions of the buttons. I edited the Board Settings module to launch Board Settings. It was set to Header Banner.
That written, a big thank you is due to warmweer. He led me to where the solution could be found. Thus ending a week and a half of frustration and sleepless nights.
Now the phpBB3 is upgraded from 3.4.5 to 3.3.11 and all functions well.
