I was able to get it to work - but, Facebook changed the rules last year. In order to request (via Facebook) that the user share their FB account information with you (account name, email address and avatar), you must have a business account with Facebook. This requires that you prove you have a business license. I applied in my local jurisdiction to declare my website as a "business", even though I don't offer anything for sale. Once I jumped through those hoops, got the license and provided it to Facebook, I was then granted permission to access a user's "public_profile" and "email" attributes (with their permission, for which they are prompted when phpBB asks for them).

In the end, though, because phpBB does not have a method via OAuth that permits a user to automatically register with FB credentials, I went with OneAll Social Login, which does. It seems that someone was once working on a Mod that would permit this, and with extension writing skills - which I don't have - it could be made to work without Social Login.

I'll also add that to trust FB credentials, you have to set account activation to "no activation (immediate access)" in user registration, when opens you up to spam registrations. However, @rmcgirr83's most excellent "Stop Forum Spam" extension captures and rejects the lion's share of these.
