I believe mod_security is under WHM not the user cPanel so unless you have access to the server root and/or use WHM you wont be able to see it. Unless WHM and cPanel have changed things since i last checked.

Idea... since you have very few members and noone is really signing up right now, why not just scrub it and install phpbb 3.3.11 as a fresh install. You might be able to patch the db later if you want to, just be sure to make a full backup of the domain and export the db before you remove everything.
That might be easier than to try to discover the issue (if its not mod_security by chance) :) Just remember that if you reinstall phpbb, none of the passwords will match because of the dif secret key used. And you will also have to redo any configs and permissions you have set as well as any custom css or themes. I would just scrub it and have them rejoin if not that many users, but that just me.

At least you would know the issue if it wont install because then you would probably know it was a mod_security issue then. There is some php code i have to check if mod_security is enabled or not but you would have to know how to run the file and add the file. But lets wait to hear back from your host first.

How many users do you have, just curious. :)

Also remember that we have all been there, all of us had to learn and go through the learning curve with servers and everything your dealing with. So if you want to learn then stick with it and you will, if not and its too much hassle then there are respected people that will update or fix it for you for a fee. :) Just be sure you get references and pick the right people, do your homework first :)
