My hosting provider has upgraded to PHP 7.4 so okay there.

That might satisfy the phpBB requirement that you had run into however PHP: Unsupported Branches says PHP 7.4 went end-of-life 28 Nov 2022 (1 year, 2 months ago).

Again, since you are installed a new board you should be starting with a supported PHP version.

Reading the error message, have you checked that the file phpbb/class_loader.php has been uploaded to the server?
