Another update,
I decided to try the upgrade again. I took a backup of 3.5.4 with its database and made a copy of both. With the copy I performed the steps in the recommendations; Disabling and or remove extensions; using prosilver; Deleting folders and files on the server; deleting folders and files from the unzipped 3.3.11 folder on my PC plus all the other steps.
After the upload of 3.3.11 folders and files I ran the install and all went well, no errors. After the login to ACP I noticed in the General tab the menu item of Board Settings was no longer showing. And in the tab Customize under Manage extensions the only extension missing is Header Banner. All other extensions I had disabled are shown and listed as disabled. As a note, I had disabled Header Banned and deleted the data as well prior to upgrade. Then, I deleted the folder headerbanne from the ext folder. After the upgrade I took the new download of headerbanner_3_2_4, unzipped it on my PC and uploaded it to ext folder on the server. While in ACP; Manage extensions Header Banner does not show to install. It isn't mentioned anywhere.
That is where I am now.
As a note I disabled the new phpBB3 I installed above by renaming the folder and then, I took the folder labeled "phpBB3 on hold" and renamed it phpBB3 and the original 3.3.11 was accessible again and working. Though with the same issues as before.
