That's in phpBB's ACP, When it's set to yes it uses what have entered in the fields below, when set to no phpBB determines the values. Generally speaking you can leave it as no unless it's special case.Concerning server settings... I guess you meant to check the Apache local server... well the config file doesn't seem to have the "Force server URL settings" parameter...
If "Force server URL settings" is set to yes and you didn't follow the directory structure of live forum it will cause this problem. Moving it to correct directory should fix problem.The requested URL was not found on this server.
Just to be clear once you edit hosts file when try to access yourdomain.com it will be local version. Follow the live directory structure, if the forum is in yourdomain.com/forum then your phpBB files should be in C:\xampp\htdocs\forum\ and you would access it with browser using yourdomain.com/forum
