Thanks for the hints and tips for my earlier post.
The bots are still around, but blocking access to the offending country and moving the forum to a new subfolder with some checking rules to move users with a valid cookie, but put a javascript entry page for people without the cookie works well.
For my site, I don't need my forum indexed as the best content is not in the forum. So I added both the old and new forum to robots.txt.
