I don't know if this has anything to do with "New topics" list but it does for cleanup of old sessions, check to make sure phpBB's cron is running properly. Easy way to determine if it's being triggered is if email topic notifications are being sent, assuming email packet size is anything but 0.

You can also check the sessions table using phpMyadmin. Depends on the forum but for most it should only be a few hundred to a few thousand rows.

There has been some code changes to this but it should work correctly. I would suspect you have an unresolved issue like cron not triggering that you are only now finding because of those changes.

Edit: check you server error logs too.
