That table is for the forums and only tracks what forums they are subscribed too.

I assume that is what Marek was asking for:

Can a site admin unsubscribe a user from a forum?

I changed his permissions, but this didn't affect his existing subscriptions.

If you also need to unsubscribe him from individual topics, then phpbb_topics_watch can also be deleted from the same way.
