Probably, in fact, you are certainly right.I suspect it's because no one actually bothers with what you're wanting to do.this could mean that it didn't solve the problem.
They've almost certainly been to the youtube site before so they've already accepted cookies from there. They expect to get them.
But, in this specific case, the crux of the matter is certainly not what I want, but what the law wants.
It doesn't seem like a negligible difference to me. This is not my personal matter.
Embedding a YouTube video simply relying on the hypothesis that a user has already given YouTube permissions does not seem to me to be a responsible attitude in terms of legal obligations.
But that's just my humble opinion.
And thank God this forum and its users exist.
